Robin was created by Bob Kane and Bill Finger. Raven was created by Marv Wolfman and George Perez. Both appear in The New Teen Titans, created by Wolfman and Perez for DC Comics. The animated Teen Titans style was created by Glen Murakami.

Robin and Raven, especially in the animated series, really get each other. Out of the group, these two have the tortured pasts and deal with it in very similar ways. Robin directs his anger and sadness to his martial arts, and Raven reigns in all her emotions to control her powers. It's pretty similar. While Beast Boy and Cyborg have troubled pasts as well, they are more ready to except it and joke around. Robin and Raven live theirs everyday. It also doesn't hurt that both of them had been inside each others minds at crucial points in their most troubled emotional states, and it was both of them who brought the other out. Robin was the catalyst for helping Raven stop Trigon. It's also very telling that out of all the people who she unfroze during the Slade incident, she chose Robin. On the reverse, Raven went inside Robin's mind when Slade's mind-control thing started playing wonky on his emotions. It was her that learned about his past and was able to pull him through. So they have a very strong bond in the show, more so than just friendship. Whether that's romantic or not is up for debate. Beast Boy and Cyborg also traveled in Raven's mind via mediation mirror, but she wasn't in crisis, and it only served to inform the two that she wasn't just some emotionless person. It was more of a learning experience for them, but for her - she just wanted them out of her mind.
The New Teen Titans comics also toyed with the idea of Raven and Robin being together. Of course in both the show and the comic Robin ends up with Starfire, but I think the show also dangles Raven in there as a "what-if". The only reason Robin and Raven don't get together in the comics is because Raven is doesn't understand emotions as well as she does on the show, so she mixes romantic love with platonic love. BUT having said that, she must still feel something for him, as she later on ruins him and Starfire's wedding.

Do you wanna hear something that would make you happy?

Marv Wolfman, creator of the NTT, does not ship RobStar. He originally wanted either Richard to be with Raven or Donna but he had other plans. There are so many times when he tried to break RobStar up but it didn't sit well with other people so he kind of went along with it.

And yes, there were times when RobRae in the NTT and the show were teased as of becoming canon. It was also implied that the two might have done more than kissing.
